VA hospital

does anyone know if you can do more than 12 weeks in a VA hospital in New York and then do resedency in New York???????
I do know the 12 week rule for NY hospitals but I was told that the VA hospitals in NY do not consider the 12 week rule and you can do everything at the VA hospital

If you are lucky enough to find your way into a VA (which is pretty much impossible for foreign students) for clerkships you can do more than 12 weeks (since it is a federal facility). They generally do not accept foreign students for clerkships, but do for residency. Anyone correct me if I am wrong.
