The problem is that no Greenbook hospital will let you do rotation in the US unless you have passed Step1. You will only be able to Bluebook or non-affiliated rotations. Also the school only allows you to two rotations (non-green) if you have not passed Step1 in the US.
One option is to go to St.Kitts.... I think housing is included in the tuition if you do the rotations on the island. And the big plus is that they are all considered Green! :D
FYI: FMG's (India,Pakistan, South America ect...) do their rotations (in their home countries) first then take the Steps...
My advice is to focus on your Steps...there is no point in doing them if you can't pass Step1. PM me if you need anything...Good luck!

Yes
Electives are done in the 4th year...you want to do electives in specialties and hospitals where you want to apply or residency. So they have to be Greenbook....and again all Greenbook hospitals want you to have passed Step1 and for electives they want you to have done your cores.
Ex: You want to apply for an IM residency....then you should do some electives related to IM. Hopefully at a hospital with an IM residency program.
You can do some blue electives and here is a link to the states that accept non-green electives.

I would suggest that you finish step 1 before any rotations.... The biggest mistake i made was doing some rotations before the USMLE and then i found that i cant keep track of my rotations or my studying schedule .... And i guess you need to be more aggressive studying this time...so doing a rotation would only hinder your study schedule....
