Question about VA hospitals

I was told that it's possible to work in any VA hospital in the United States and that all you need is to have a pass all three steps and have an ECFMG certificate. Is this true? I guess I can understand the loop hole being that a VA hospital is actually US government and not State government.

That is my understanding. You do have to hold a license to practice in a state as well. I don't think it matters which state. It is some strange governement thing. G
