could someone please clarrify what the "fifth pathway program" is?

The 5th pathway program is for Foriegn medical students who school requires them to do a community service rotation before graduation. The student may choose to come to the US to do that 5th pathway program, however there is only one school that takes in medical student from the 5th pathway program.
