Social Security Number and California Status Letter

:D Hello! I have a question regarding the California Status Letter. One of the forms that is needed to apply for this letter, the L1A form, asks for the social security number. Since I am an IMG I do not have this number, but I need the letter to apply for a residency. I have written to the medical board asking about this matter but I haven't gotten any answer. Does anyone know if the SSN is absolutly necessary?
I would really appreciate if I got an answer!

What kind of visa are you entering the US with? I think you may have to apply for a SSN. Try directing your question to the INS... (or whatever there new, kinder, gentler name is...)
