I am a second semester, female student living at Avie's Ville Apts in Dominica. I live with a male second semester in a three bedroom apartment (each with its own bathroom, shared kitchen/dining area). We are both quiet, hardworking students who keep to ourselves and we are both in the PACE program so we are almost always home.
Rent is only $320/month plus electricity. This is a very popular apt. complex- they always have waitlist. The apartment is very nice, very cheap, and not far from campus.

How far is it away from the annex and the main building? Does it come with a generator and how is the security of the area?

It is very close to the main campus probably a 7 minute walk or so, if the land was flat it would only take a couple of minutes but there's tons of hills in Dominica so it slows you down.
From the Annex, walking slowly, maybe 12-15 minutes. But there is a transport that picks you up in the morning (school provided, free) that will pick you up about 2 minutes away from the apartment and drop you off right in front of the main gate or take you to the annex. Also after classes are over at the annex, there is a bus to take you back to the main campus, so you just have to walk home from there.
The area is very secure, although at night it is always recommended to take the school transport home. The only incidents that have happened at Ross while I have been here have been in the Moo Cow area which is closer to the annex and less populated. Banana Trail (where Avie's is located) is very populated and almost exclusively students so it is very safe. The incidents that did occur on Moo Cow were both very late at night and the students were walking home alone. Never do that- if you can't walk in a group, go to the library and take the transport (runs every 30 minutes), or call a taxi.
Basically if I had to tell you guys anything, I would pick an apartment near the main campus. You will only have one semester of classes in the annex, and the other three semesters will be spent on the main campus. I lived right across from the annex and ended up moving over here after my first semester- moving was a pain (you have to find somewhere to store your stuff over the break, so you move it to a friend's and then move it again when you come back since your new apt. won't be ready until after the other people have left during the break). I'll never do it again. Not to mention, you have to walk everywhere on this island so just pick an apartment you like and try and stick with it, distance doesn't really matter as long as you're happy b/c you are gonna have to get used to walking! Sorry so long- just wanted to be helpful!
Oh and yes, there is a generator! Definitely a plus- I used to have to leave my old apartment once every maybe 3 weeks when the power would go out (not too often, but it is nice to have).
