How will FMG's/IMG's get USCE, since most residnecy programs in the US require it for at least 1 yr? And why is step 1 the most important test? I know it is difficult, is step 2 just as difficult. I just haven't seen anyone complaining about how step 2 is.

Just to clarify, USCE for residnecy, Other than going to FU or Caribbean schools, I meant PI grads (except FU).

Some schools there like Fatima and UERM have affiliations with a few US hospitals to let their student do their clerkship there even without Step1.
Many local Filipinos don't even have this option and apply after graduation and doing an additional 1 year rotating internship in the Philippines. That's why it's harder for them to get residency spots unless they have very high scores.
Some students from FEU managed to do some of their rotations in the US but they arranged their own rotations which is not easy to do.

Again this is a loaded question. For local Filipinos, their clinical rotations are the 4th year (they call it junior internship or clerkship) and additional 1 year rotating (different depts) internship required for the local Philippine Boards. For foreigners, most will choose to forgo the additional internship year (as they do not need to take the local boards). So they will graduate with only 52 weeks of clinical rotations. For non-local Fatima students, they have the option of doing it in the Philippines or the US. They will have problems getting licensed in California unless they take on more rotations.
