where have you heard that? I have been living in Manila for last 7 years. Never had any such problems.. though during weekend/holidays its not good to go out very late night after 12 when drinking sessions / people are high...

It's all depend on where you go. There are places that very dangerous specially at nite like some part of Mabini or Manila bay area. But if you stick with Timog, Greenhills, Makati, and Greenbelts you should be fine. Remember you are in third world country and people are very poor, so make sure you keep an eye out for dangers. I find Cebu extremely safe. I live in a low income neighborhood there, and I've never felt unsafe walking home at 3AM. None of my neighbor friends had ever been robbed there.
