From my experience they usually start accepting applications for the following semester when the current semester ends and the next semester begins. Planning ahead is good, but they usually try and focus on filling seats for the next upcoming semester first. So, when the May semester begins on the 5th they should be accepting applications for fall.

Like i've said in some of my previous posts, Xavier is a new school so they will most likely give you a chance as long as you have met the minimum requirements. Acceptance, should not be your main concern. Figure out what state you think you would like to one day practice in and make sure Xavier is the school that can make that happen. Contact the state medical boards if you have to, but be sure to do some research so you are not shocked you don't qualify for a license after devoting all the time and money to get there.

Look on the Federation of State Medical Boards (FSMB) website (FSMB (http://www.fsmb.org/directory_smb.html)). Under the directory of state medical boards is a listing of all of the medical boards of each state. Click on the state link you're interested in and on their website should be the requirements for obtaining a full license to practice medicine. Each state has its own requirements so, like I said, if you are still not sure if you would be eligible for a license coming from a particular school contact the medical board.
