I recently took my exam and scored 74/183 :(. During
the fourth block the system froze for 20-25 minutes and
all the computers were restarted. Should i ask for a
re-evaluations and what is the procedure?

A re-score won't solve your problem. If you feel as though you had less time than you needed because of the restart, then you should write a letter to the ECFMG.
