im thinking about applying to all saints, and i was wondering whether i would be able to work and do my residency in england with the degree.

i had this question too, i did some research and i found out YES. you can even do clinical rotations with this school in U.K.

i was wondering what qualifies us to do residencies in england? wouldn't you need to write an test equivalent to usmle to do residencies in united kingdom?

Yes, it's called PLAB. Probably a little bit easier than USMLE. However, currently the employment and career prospects for IMG's/FMG's in the U.K. don't look good. If you did want to pursue residency in the U.K. I would strongly advise doing some rotations there first.
