Why is she a 'he'?

Kaplan notes,pathology,page56,the '16-year-old girl' question.
Y is she a 'he'? Just because she dosen't get her periods until she's 16 and the uterus and ovaries r absent and other phenomena?:confused::confused::confused:
How can i handle such questions? I get confused all the time and always fail this sort of questions.:(

Absent ovaries anduterus can only be either Androgen insensitivity (look for abdominal testes and cut them out; Dx via karyotype) or Mullerian agenesis (normal female genotype but abnormal female genitalia formation)
Just go over it again and again until you see it!!!
