How to apply?? that's the problem...

Hi, I am SERIOUSLY considering my choices at Russian medical schools, especially MSU and PFUR. Despite of my eager attempts to contact administration --so as to inquire of entrance procedure & requirements as they made no reply to my application form sent via e-mail -- it was in vain. No matter how many times I try, NONE of the staffs could speak English --or maybe they were too tired of dealing with applicants -- and whenever I was asking for English speaking staffs they just hung up.

Is there any way that I can submit my application in any way?

As far as I know there are entrance exams going on now or very soon, so I would imagine they are very busy. No wonder they don't answer to you in English, if you imagine how many people calling with questions. E-mail does not usually work, maybe try the fax if they have it. Start studying Russian, makes your life easier if you plan to study in russia. Good luck.
