Application time ran out??

Hi!
I'm about to apply for the medical University of cluj. Like always it have been difficult to corespond with the University and I can't get an straight answer if it's to late for applying?
Does anyone on this forum help me out?

Students from Cluj actually discourages a prospective student to come to Cluj and recommends the Uni of Timisoara instead, which, according to them, has a better English program. Interesting if anything.

u need to come in person and apply for the university ..or make international call to the university directly.. unfortunatly things here do not work by mail alone.... U need to push it, in order to roll...!
