CAN ANYONE ANSWER THIS QUESTION? concerning H1B Visa

:confused: HELLO GUYS,
can anyone out there answer this question concernig H1B visa?...... The question is......Does one need to have a current visa( I mean one that has not passed the expiry date) to apply for H1B visa? in other words, if for instance, one has a valid visa but the expiry date on it has passed, can one still use that visa to apply for an H1B haven passed step 3?
