What are the chances in getting into a residency program if Step 1 has been failed more than twice, but passed Step 2 CK and CS on the first attempt?

you'll get something alright, but don't be offended by the programs who don't look at your application because of any failed attempts. best to do some research on the programs requirements before you waste money and apply to places where they won't look at your application.
but you'll get something. it's just not going to be a top notch university program most likely.
