from what I understand Spartan used to have office in Texas but they moved to New Mexico years ago and in New Mexico they are very careful by calling the office "informational office"and that's why people here in this forum complaint that when they call NM office the office never answer with "spartan health sciences university may I help you".most other schools answer with the name of school and I believe that is wrong.
Above article is "old news",the most helpful approach to such complicated problem like the carribean education is to work with each school and force it to bring its education to higher standards or simply ask the FSMB to deny such candidates to sit for USMLE as simple as that.
If a school in the carribean they should have its main admission office in the carribean,if they are in Africa also they should have the office in Africa otherwise we consumers will be confused and I personally against any school with extension campuses because evatually it will backfire........few years ago I opened valuemd and read St Chris med school luton England,I told many friends about this British school and they came back and said its an African not British but if I relied on the title and location listed on valuemd!!!!!!!!!!!!!
