Licensing after Non-renewal

Hi Everyone:

I have a friend who is a resident in Internal Medicine in New Jersey.
He initially completed two years in a program in New Jersey but did not get his contract renewed for third year in the same institution.
However, he managed to obtain a second year at another residency program and is now scheduled to complete his third year in June, 2007.
Does anyone think this non-renewal will hold any problem with his attempt to obtain a medical license in New Jersey?
Also, does anyone know which licensing service is currently the best for someone in his situation?

Did "your friend" contacted New Jersey to ask? I mean, it will be the official source and see what they say.
