ok soo lets suppose that a student graduates from either st. george, ross, or auc.. but one or few of their clinical rotations were NOT ACGME approved. ok, but this student was able to land a residency and has completed it, but the state medical board is not giving the student a license to practice because of not doing those clinicals in ACGME approved hospitals. could this person go back somehow and complete those rotations in ACGME approved clinicals, (after completing residency) just to get their license?? has this happened before?? thanks alot

Typically not.... the courses used to get your MD are the ones they evaluate. Now, what you might want to persue is contacting the medical board and aksing if they will make you a deal for either of the following.
1-Could you contract a rotation outside of a medical school with an ACGME approved program and have that used as proof of training.
2-Can you arrange for a medical school (perhaps not your own) to sponser you as a student in this way.
.... The only thing that I can think of that comes close to this was in the 80's and it involved a guy applying for a fellowship from a US school. One of my attendings told me about it, but I hardly think it will apply here.
At any rate, I can say that at least one person has completed a clerkship after residency.
Whatever you do, get it in writing. I would suggest you schedule a visit to your state medical board for this purpose.
