Yes, Cingular is a provider in Dominica as it was formerly AT&T. However, it is still an international call and I don't think would be covered by in IN network or whatever.

So, if you have Cingular Wireless in U.S., would be still able to use the same phone, but just a different SIM card or would I have to purchase a phone when I get there??

If you had a Cingular phone for X number of months, you can request that the phone be "unlocked". An unlocked phone will work at the rock provided you purchase their SIM card. You will also be operating from the rock, so calls to/from the US and made in the US will be charged as international calls.

I was advised by Cingular rep to not even take a phone to Dominica. He said that the international rates are rediculous, and that it would be much cheaper to buy calling cards.
