Is it possible to match into a residency in New York with an unapproved school? Does one need to attend a New York approved school to do a residency there if they don't want to have a license to work there afterword?

If I'm not mistaken, someone posted an e-mail from NY DOE and quoted NY regulations not too long ago stating that it is a "4th degree felony" to do a residency in NY if the graduate is from an unapproved school. This may explain why one can't get licensed in NY if one does an residency in NY from unapproved school. I don't know how strictly this is enforced. But you certainly do not want to be a "convicted felon," if you want to be licensed in other states...

A site visit has not been scheduled for any future date. If the school acts immediately it is possible that a visit could occur in 2005. Even when a site visit takes place, there is no assurance that the result of the visit would be approval. Once a visit is scheduled it takes approximately a year to complete the process. In the meantime, it is a class E felony for students to attend clerkships in NY and for grads to do residency training in NY.
