Are foreign medical students (in medsch in Canada BUT not Canadian) eligible for business visas in order to attend interviews for medical residency programs in the US?

Eligibility? yes any one (a non canadian) can apply for a B1/B2 visa from canada who is permanently living there either on immigrant visa or non immigrant visa for more than 12 months.
