Yes, ultilities are included for the student apartments. All of the apartments have A/C and from what I have heard, most students leave their air co on 24/7.

Individual rooms do not have their own washer and dryer but there is a laundry room on each floor. The last time I heard not too many students were using them. Most sent their laundry to a service near the school. The washers and dryers in the dorms were charging something like $7-8/load. I think the admin is working on the high rate.
