Convection plays very little role in this case. What's pushing the water into the tank is the pressure generated by the water tower/pump, which, as we all know, was not working well today.

I assumed that was a given. I was trying to create an image of the cold water pushing the hot water out of the tank. I'm no writer...so I may not have been successful in my attempt.
The OP did not ask how does water get into the water tank, he/she wanted to know why the hot water could not come out of the tank. I believe my answer was sufficient and stand by it.
