The "titulo"(diploma) has nothing to do with where Social Service is done just the "cedula" which is your right to practice medicine in Mexico as a gp. If a student wants the ability to practice in Mexico, he/she will have to do the social service in Mexico. The school may have only 15 spots for 4th year but if you are elegible you can set up the rotations by going to med schools websites and applying. Most med schools have exchange programs. If you pass step1, you shouldn't have any problems setting it up. In the past 30+ students used to leave for US rotations but the majority preferred to do them in MX(pre-internado).
