IMO, state approval should be listed higher in considering a med school. It can influence rotations for clinicals and residency placements, both of which you may not have not have a choice in.
Hoping that a school gets approved after you started the school may not help either as in the case with California, which will not endorse a license for those who started before their approval is given.
