New Outlook: Is 5th Pathway to Liscensure a deFacto Treaty with Mexico.

I was thinking about the ease with which 5th pathway was "no longer supported' and was struck by a strange idea.

5th pathway to liscensure was started because of students going to school in Mexico and other nations that have social service requirements. It was a way to ease the path back to American practice for these physicians from other nations.

Now this was not the purpose of the 5th pathway, but in fact this is a treaty of sorts between different nations to allow for a commerce in trained professionals.

Here is the punch.

Although the program was not started as part of a treaty it is a defacto treaty between nations. Therefore does the founding body really have the right to disolve this defacto treaty formed on behalf of the US, against Mexico, without diplomatic intervention.

Should Mexico take umbridge at the breaking of this treaty.

Should congress and diplomatic corps have a say in this change of dimplomatic status between these two nations.
