is there a REASON you think that insurance needs to be involved?? police, yes, its a reportable accident, but even they will tell you that accidents of small monetary value (500-1000 depending on the state) only require a report to be filed and insurance information to be exchanged. If a person choose NOT to use insurance to cover the cost, there is nothing unethical about that.

unethical is the insurance companies, upping this poor guy's premiums after such a minor scrape and the potentially dropping his coverage if he is in a couple more incidents (EVEN if they aren't his fault)...you work for an insurance company??
