They attended, high school, college and medical school from THEIR respective countries, from University programs that most likely are State sponsored.
They were not U.S. citizens going to OFFSHORE medical schools that are PRIVATE schools (for profit, nothing wrong with that though) which is the whole point of contention here. Try getting any of those pre-med credits transferred into ANY accredited U.S. undergraduate University, or even a Community College for that matter. Chances are very slim of that happening.
