No, you do not have to do the residency in the State you want to be licensed but both must recognize your school. Most states but not all; will grant you a license by reciprocity, meaning if your are licensed in one state, another state will grant you a license by virture of your original license. But if you want to do a residency and be licensed in a state you can not use that license to get a California license if your school is not recognized.
