Residency program directors don't license you. You need a temporary license to practice as a resident. I don't know what the requirements for that are in Michigan, but they are usually more lenient than for a permanent license.
The Michigan Medical Board is actually nice about answering questions, so call them. (If you do get through, can you also ask them how they feel about osteopathic rotations? I've always wondered but was too lazy to find out.)
