It will be your knowledge, skill, etc., as a doctor that matters not where you live that will get you a residency. So no being a permanent resident of canada does not give advanced standing.

By the way, if you are attending medical school outside Canada, how are you maintaining your Permanent Resident Status? I think you have to live in Canada for a minimum period of time. Please check on this with Citizenship and Immigration Canada.
