Since you are on the top floor, does it have air conditioning ? No but you dont really need it, I have a fan and it has been good enough. You get a nice breeze since you are so high up.
Does it have an open area on the roof for parties and get togethers ? yes, since you are on top, there is plenty of room on both sides, very interesting set up.
How many Rooms ? is a one room apartment.
PS: Have you picked another location to complete your education ?
