No license in Mexico needed, just the titulo. The school have to get the titulo signed off by Mexican Govenrment. If the Mexican government no longer requires Social Service, students will be able to get their titulo with 4 years + internado + examen professional. This is the reasoin why other students did 4th,5th and 6th year(still required as of today) in the US and they are ECFMG certified without having their cedula(license to practice in Mexico).
