The biggest concern, he said, is the potential loophole created in providing for foreign medical school graduates to complete residency in Canada and then move into Hawaii."

Judging by these forums, it is significantly TOUGHER for a non Canadian/US grad(IMG) to get a residency training in Canada. Weird in that it seems Canada born IMG's that studied abroad often settle on training in the usa due to difficulty in getting into Canada.
