You must have a driver's license AND an OHIP card. There is no way around it and there are no exceptions. Providing an apartment lease will not suffice. They are very strict about this because ppl were falsely claiming Ontario residency, when in fact they lived in another province. If you dont have a license, go to Ontario and try to apply for one.
