I shudder to think of all those rejected applicants, some of the accepted ones are dubious enough!

Can't imagine who "most people" are. On the contrary I'm sure most of us are acutely aware of how many months it dragged on for. Likewise most would regard the policy of giving a shortish period of grace to obtain IMED as very reasonable. Most of us just didn't know, or weren't sure what, if any, policy you had.
