questions

Hello everyone.
I have come across a catch in many of the states' policies for licensure. If you are a highschool student, going directly into Pre-med studies, even after having completed your MD, I think many states do not issue a license if you do not have an undergrad/bachelor's degree/atleast 2 years of undergradute work/60-90 college credits or something along those lines. I am from Toronto and I am looking in coming to All Saints in September 2009. I have gone through the viewbook and I think it's a great thing that All Saints offers a B.Sc degree (if you have completed the Pre-med and basic sciences program, and have some additional lab work and a dissertation). I called up the administration yesterday, and they had told me that about 20 states don't abide by that rule. If someone has already looked into the state policies and doesn't mind sharing their research with us, I would really appreciate it if I could get the names of the states that don't need the undergrad and also links to their documentation certifying their requirements (being the lazy person I am)
I also have some other questions regarding admissions into All Saints:
1) Our school year ends here in June of each year. When is a good time to apply? (here, students apply for university in December, before the Semester 1 exams that are held in the end of January)
2) What is the significance of having a WHO listing? Does it have anything to do with being eligible to sit for licensing examinations in all common-wealth countries? (Don't remember where I got that from)
3) Is a WHO listing necessary to get licensure in India?
4) Are Indian rotations easily available? Which hospitals do they currently conduct them in?

Please fill me in on my queries. More questions coming up as I try to recall them again (sigh).
