Technically they are backing RL claims that in fact they are awaiting for all the red tape clearance. It's a technicality. What's worse is his effort and recruiting camapign with no due licenses to operate, that is wrong, simply wrong and unfortunately, the stubborness of CMU administration on the face of its problems makes the situation undesirable and hurts (probably for good) their image which is as bad as it gets for any new school. Any reasonable person will simply stay away from this school.

Once I register in a school they can always me back up that I am a student still learning, but I can be running a chop shop from home,and claiming I am a licensed doctor already.
