actually what pat parks has said is that retroactivity is not guaranteed and it is only given up to the point where the above were determined..i e mainly stability in faculty, school, clinicals, etc. so most if not all newer carib schools don't really qualify because they are all unstable in faculty with high turnover and tend to have campus and owner ship issues
