We currently have 30 students in Belize and 10 professors, all of which have been educated in the US. The cost of living is very reasonable. I pay $1600 a semester to live in the dorms, but there are many students who have found very inexpensive housing off campus. is that your only logic, that the time stamp is at 11 so it must be a student skipping class or an admin? fyi i don't have lecture till 1 pm most days depending what time i have lab in the morning so at that time is usually my lunch break.
besides, many people are on and off this even when they are sitting in lecture. i'm sorry, but that is not a good indicator whether someone is a lazy student or a school administrator.
