nrmp DELAY
At one point the information below was on the NRMP site (nrmp.org)
I dont know where they have archived it... but these were the two releases from the NRMP
The first statement was:

Uniformity in Operating Principles and Procedures for all Participants
For a number of years, the most talked about NRMP issue is the lack of uniformity in the NRMP rules of participation between independent applicants and U.S. medical school senior applicants. As it presently stands, unlike U.S. seniors who must use the NRMP matching process to secure a training position, independent applicants may seek positions through the Match and may also seek positions outside of the NRMP matching process. The Board of Directors has considered this issue for several years and has engaged many of your program director organizations as well as the Organization of Program Director Associations.
The NRMP Board of Directors, at its November 2001 meeting passed the following motion:
"Beginning with the 2004 Match, all sponsoring institutions participating in the NRMP Main Match must register and attempt to fill all their positions in the Match except for those specialties or programs participating in other national matching programs."
The 2004 start date was established to permit the NRMP to work with institutions, program director organizations, and the OPDA to develop a process to carry out this new directive in a fair and reasoned manner. The new rule addresses the present inequality in NRMP procedures from the perspective of those who are in control of the selection - institutions and programs. Beginning in 2004, institutions and programs participating in the Match will not be permitted to fill any of their positions outside the Match, e.g., have some positions in the Match and fill other positions outside the Match. Therefore, programs will not be permitted to fill positions with independent applicants outside the Match.
The NRMP looks forward to working with program director organizations and institutions in its efforts to achieve consistency in the policies and procedures associated with the matching process.

NRMP - National Resident Matching Program
New Rule Delay
At its May 12, 2003 meeting, the National Resident Matching Program (NRMP) Board of Directors voted to delay implementation of the new NRMP rule previously scheduled to become effective with the 2004 Main Match. The rule would have required all institutions that register for the Main Match to place all their residency programs and positions in the Match.
The delay in implementation is the result of recommendations and comments received over the past eighteen months from NRMP participating institutions, programs, program director organizations, medical schools, and applicants. The Board will study the effects of three major issues:
1) changes in the processing and timely acquisition of visas for international medical graduates
2) limiting the rule to PGY1 positions
3) making the rule program-based rather than institution-based, e.g., all programs (not institutions) registered for the Main Match must place all their positions in the Match
