i agree it is straberry hemangioma.
reasons being it has typical location at side of forehead (personally seen few of them) . bulgin , painless , vascular.
history is typical . it was not prominent or even like spot at birth then it grows durin 3 to 12 months . then usually it remains constant for about 7 years. from around 8 years on it starts to regress. so as a part of treatment we do is counselling that it will go away as child grows.
