Why can't that be possible? Isn't it possible that the person had really bad people skills, communication skills and many unrelated academic problems made obvious during the interview process and that was why he was washed out of US schools? There could be many many reasons, this person lying about it is just might be one of the possibilties, you don't know it, neither do I. It is open to speculation.
I knew a guy that was a student at a US school and transferred to a school in St, Kitts for personal reasons. Brilliant student. Eventually he made it back to a US program. I won't give names for obvious reasons.
But what I want to point out is, do not rule out any possibilities.

1) -1 GPA: automatically take 1 point away from anyone's GPA. your friend said 3.8 so a 2.8 is closer to the real number
2) -10 MCAT: so someone you know got a 34? well smile and fake some awe because you know a 24 is much closer to reality
3) X3 women: your girlfriend said she has slept with 3 guys in her life: real number is closer to 9 not counting a sex buddy
4) divide by 3: you tell people you've slept with 9 women when you know 3 is the real number
