Hope that helps some.
She is sadly mistaken, as are you.

California does not have a twenty year rule to my knowledge. However, it does require that the non-native language programs in Europe (along with other non-domicile schools) formally apply to the medical board for recognition.

As of this date, none of the English language programs in Poland has been approved. (The native language programs are approved. However, contrast their listings to schools in the Czech Republic and Hungary, wherre the English programs are listed directly.) This means, in real terms, no clinical rotations, no residency, no licensure.

Also, as an IMG, one needs the so-called Postgraduate Training Authorization Letter (PTAL) in order to begin a residency in California.

But, please, don't take my word for it, contact Ms. Pat Park, the Foreign Schools Liaison at the Medical Board for up to date information.

(BTW, I'm still on posting vacation, I just answered a PM or two, so I won't be following this or other threads.)
