The National Committee on Foreign Medical Education and Accreditation (NCFMEA) meets twice a year to see if foreign schools meet the same requirements as the American medical schools and if they are eligible for the FFEL program. It is to help the American students to help in paying for their school expenses. These schools that have the certification are eligible for the Federal Family Education Loan (FFEL) program just like an American medical student. I believe that it includes guaranteed student loans.
Note: this is what I understood it to be... when explained to me and when I looked it up on the internet; I welcome others to either correct or give more information.
