My understanding of what has happened is that the grandfather clause was never really removed. The Senate had added a provision that could be considered the '60% rule.' That is, 60% of the graduates must come from the country hosting the medical school. That means, if you had say 60% of the students graduating from Ross were citizens of Dominica, then US students would qualify for loans to Ross.

Of course, this is just academic right now since the 60% rule was removed. That means, if the House decides not to change the Senate version, we will be in good shape---I think.
