What happened to the rule that state an eligible school must have atleast (60% I think) of its student population coming from their own country? It was something like that.

Since Ross, SGU, and AUC did not fit that rule, technically the big 3 would not be eligible. However, the grandfather clause gave it an exception because the Big 3 were approved by the states prior to 1992.
