I don't know how you obtained this info but I know for sure it is listed. If you go to
http://imed.ecfmg.org , you will see under Bulgaria that the school is there. If you ever have any doubts you can just call the ECFMG (I believe there is even a 800 number). Anywho, I've spoken with their North American office and they seem to be pretty on top of things. I doubt they would come this far as to only be a scam.
I don't know how the facilities are in Bulgaria but who knows. Things mught be turning around since they want to join the EU in 2007. It might just happen. Maybe the GMC-UK will even give Bulgaria retroactive approval of their medical schools (wouldn't count on it though).
Anyways, I wouldn't worry about that since I know that Varna is ECFMG approved. (Keep in mind that the WHO and ECFMG do their own things now. In other words, one list might not be the same as the other).
